Yeah, it seems likely that the number of places this crops up is just a
function of time.

Is there a legitimate, empirical performance reason that  the JLS couldn't
be changed to require that reachability extend throughout the lifetime of an
instance method?

Maybe method inlining doesn't even account for whether the method inlined is
instance or not?
