In some cases, people may need more convincing to change their belief. Without this direct confirmation that they have enetered a new state, most people would not know otherwise, even with other signs such as a change in geography or scenery. This is different from the first case because the definitions that make up state lines are abstract, and aren't defined physically. The only way people know what to believe is what others tell them. The effects of this lead to people needing others to help them on what to believe.
